The National - MUST KNOW BILLING AND CODING REQUIREMENTS: The No Surprises Act and Billing LBP X-Rays -Update from Florida Blue

Course Description: The Course will instruct attendees on the No Surprises Act (NSA), a January 1st, 2022, law impacting physicians who treat uninsured or self-pay patients. The law is mandatory and applies to most physicians. The presenters will teach attendees how to get through the NSA, including the Good Faith Estimate required for these patients. Next, the NCQA HEDIS measures are having a burgeoning impact on all disciplines. Florida Blue has incorporated the NCQA HEDIS measures for low back pain patients. For the first time, the FCA is hosting Florida Blue’s FEP Senior Medical Director, Dr. Maria Flaquer, MD, to teach attendees about the NCQA’s HEDIS measure and its documentation and coding impact on x-rays for low back pain.

Kimberly Driggers, JD

Kimberly A. Driggers is the owner of Driggers Law, PA, where she represents the Florida Chiropractic Association as its Assistant General Counsel and serves as one of their Lobbyists.  For the prior twenty-plus years, Ms. Driggers was in private practice in Orlando and Tallahassee, Florida, initially representing the interests of insurance companies in their defense of injury and insurance claims.  After a number of years and for the majority of her practice, she put her insurance knowledge to use in representing medical providers, injured patients, and homeowners in the denial of insurance benefits, litigating insurance claims in courts throughout Florida.

Ms. Driggers is well known in the area of Personal Injury Protection insurance law (No-Fault or PIP insurance) and has authored numerous articles, testifies regularly in the Florida Legislature, and lectures for the Florida Chiropractic Association throughout the State of Florida.  She is a longstanding member of the National Association of Chiropractic Attorneys.

In August 2019, Ms. Driggers became the first Non-Chiropractor and seventh woman since 1963, to be elected to the National Board of Chiropractic Examiners, the international testing agency for the chiropractic profession that develops, administers and scores standardized exams for the chiropractic profession.

She received her B.A. in Psychology Magna Cum Laude from Rollins College in Winter Park, Florida in 1990.  Ms. Driggers attended the Florida State University College of Law, receiving her J.D. in 1994.

Maria Flaquer, MD

Maria A. Flaquer, MD, is the Senior Medical Director for the Federal Employee Program® (FEP) at Florida Blue. She joined Florida Blue as the FEP medical director of care management in 2018 and was promoted to her current role, with responsibility for the overall clinical performance of Florida Blue’s FEP member population. These responsibilities entail improving NCQA HEDIS quality measures for FEP members, supporting the FEP provider network, and leading a team of FEP Utilization Management medical directors.

Before joining Florida Blue, Dr. Flaquer spent 20 years in a variety of clinical and administrative practice settings. She opened her de novo Family Medicine practice as a solo practitioner in 2006 and cared for the community of Allen, Texas. Dr. Flaquer also served as Regional Medical Director of Florida for Humana and worked for Texas Health Physicians Group at their Texas Health Resources facilities.

Dr. Flaquer is a board-certified Family Physician. She received her medical degree from Universidad Central de Venezuela and completed her residency in Family Medicine at the University of Texas Southwestern (UTSW) Parkland Hospital. She also completed the Yale School of Management Executive Education for Health Management program.
